He said the fire department had to rescue a man trapped in the elevator car when the hydraulic system broke.Teegarden said the mural in the band shell at Memorial Park has been vandalized frequently; she added that the memorial wall had also been the target of defacement.
Teegarden explained that the cameras would be part of a pilot program that would probably last a year to evaluate their effectiveness at preventing crime and collecting evidence in the event of a crime. The cameras would alert people that they were being watched via a recorded message. Teegarden said the cameras could be programmed to announce that a picture was about to be taken whenever they were activated.A memo from Teegarden to City Manager Ron Alles says the solar-powered FlashCAM cameras, ranging in cost from $6,000 to $7,500 per unit, would be split 50-50 between the Parks and Recreation Department and the Helena Parking Commission.
